Maritime transport accreditation

In accordance with Decree n ° 2015-063 / PR relating to the regulation of the professions of maritime transport sector, all the professionals exercising the activity of Freight Forwarding, Shipping representation, Stevedoring and ship-chandling must receive a permit to operate by Djibouti Ports and free zones authority (DPFZA).

Applicant must meet the criteriasTo ensure quality maritime transport services, Djibouti Ports and Free zones authority imposes stringent conditions before delivering the 

Shipping agents

The Shipping agent is defined as any natural or legal person responsible for the Consignment of ships or any other operation entrusted by the owner or charterer of the ship, in particular the negotiation and recovery of freight.

Conditions:

  1. Natural and legal person, all of whose shares  are held by Djiboutians and / or foreigners
  2. Have among the executives of qualified personnel and holders of a diploma in Logistics
  3. Valid business license
  4. Provide a bank document attesting a working capital for an amount of 30,000,000 DJF
  5. Professional insurance 
  6. Proof of payment of the deposit of 15,000,000 DJF with the Public Treasury
  7. Proof of payment of the CNSS tax  

Freight Forwarder/Clearing Agent

The forwarder is a maritime transport auxiliary, mandated by customers, whose mission is to organize the transfer of cargo between two modes of transport in order to ensure continuity within the strict framework of the instructions received.


Conditions:

  1. Natural and / or legal person of Djiboutian nationality or any legal person under Djiboutian law, all of whose shares are held by Djiboutian(s) ;
  2. Have among the executives of qualified personnel and holders of a diploma in Logistics
  3. Valid Business License
  4. working capital of 30,000,000 FDJ attested by a bank document
  5. Professional insurance
  6. Proof of payment of the deposit of 15,000,000 fdj with the Public Treasury
  7. Proof of payment of the CNSS tax

Shipchandler

Shipchandler is an auxiliary for maritime transport specializing in the supply of ships with food, water and other materials.

Conditions:

  1. Natural or legal person of Djiboutian nationality, all of whose shares or shares are held by Djiboutians
  2. Document attesting to financial capacity and technical capacity (see below)
  3. Proof of payment of the 2,000,000 fdj deposit with the Treasury
  4. valid license
  5. Proof of payment of the CNSS tax

Required Equipments:
a) Refrigerated transport and storage capacities adapted to the volume of its activity, and the temperature of which can be maintained at any time between -5 and 5 ° with regards to the delivery of fresh or refrigerated food,

b) One or more cold rooms with an overall capacity of 200m3, maintained at -20 ° for the storage of frozen food,

c) A fleet of vehicles, and stores adapted to its volume of activity with regard to the storage and transportation of supplies other than food.

Stevedore

A stevedore is responsible for carrying out the operations of loading and unloading of ships and stevedoring and docking or in warehouse as well as the guarding then the delivery of the goods on the land means of transport.

Conditions:

  1. Natural and / or legal person, all of whose shares or shares are owned by Djiboutians;
  2.  Have among the executives of qualified personnel and holders of a diploma in Logistics
  3. Professional insurance covering damage to goods and port works
  4. working capital linked to handling costs of 30,000,000 FDJ, attested by a bank document
  5. List of equipment required to exercise the profession of handler (see specifications)
  6. valid license
  7. Proof of payment of the deposit of 10,000,000 fdj with the Treasury
  8. Proof of payment of the CNSS tax
